Tamil Nadu Chief Minister M K Stalin has announced the formation of a panel headed by a retired Supreme Court judge to study the relationship between the Union and state governments and ensure state autonomy. The Tamil Nadu government has argued in the Supreme Court that Governor R N Ravi's repeated withholding of assent to bills passed by the state legislative assembly would lead to the failure of the democratic system in India.
